Basic Philosophy
The RCC expeditiously fulfills the public mission entrusted to it, as a partner bank of the DICJ, and thereby facilitates the stabilization of Japan's financial system.
Management Principles
- We are mindful of our public mission, and execute our operations dutifully, fairly and efficiently.
- We maintain a robust operational framework and ensure constant state of preparedness to best carry out claim acquisition operations and bridge bank functions.
- As a public claims recovery institution, we unerringly understand the circumstances of debtors and conduct the management and collection of acquired claims in a candid and fair manner, while taking strict measures against malicious debtors. In addition, we are apt at accomplishing business revitalization support services, including the cases brought in by financial institutions.
- In order to sever relationships between financial institutions and anti-social forces, we actively purchase claims against such forces and conduct the strict management of such claims.
- We meticulously pursue the liability of former management of failed financial institutions and file criminal complaints against unlawful acts.
- In order to revitalize regional economies and strengthen financial functions, we duly conduct capital participation operations.
Fair and Proper Operational Framework
Based on its core philosophy and management principles, RCC has established the following framework to further ensure fair and appropriate business operations:
- Strengthening of the Compliance Framework
RCC is committed to ensuring compliance throughout the organization. To this end, it has established a Compliance Committee, which includes external experts, as the body responsible for overseeing compliance-related matters.
The Committee appraises the establishment and revision of fundamental compliance policies, as well as the important individual cases.
The results of these deliberations are reported to the Board of Directors. - Establishment of the Consultation Office
RCC has established the Consultation Office to respond to requests, complaints, and inquiries from debtors and other stakeholders.
Depending on the nature of each case, RCC provides careful and tailored responses, including written replies and telephone support. - Establishment of the Complaint Review Committee
In order to ensure the appropriateness and fairness of the handling of complaints and consultations received from debtors and other stakeholders, RCC has established a Complaint Review Committee composed of external experts.
The Committee provides honest opinions and recommendations regarding how such matters are handled.
These opinions and recommendations are disclosed through RCC's website and other channels.
